Custodia turns a treasury instruction into a policy-checked supplier payout batch. QVAC runs locally with no send tool and no supplier addresses. Deterministic policy owns recipients and limits. WDK quotes every transfer; a human must pass--yesbefore broadcast. Receipts skip already-paid invoices. Sepolia demo uses valueless mockcUSDT. WDK Track 1 + QVAC Track 2.
